PHOTOS: FCCPC seals Ikeja Electric headquarters over consumer rights violations

The Federal Competition and Consumer Protection Commission (FCCPC) on Thursday, December 11, 2025, sealed Ikeja Electric headquarters over continued consumer rights violations and the company’s refusal to comply with directives issued by both the Nigerian Electricity Regulatory Commission (NERC) and the FCCPC.

This enforcement action aligns with the Commission’s broader mandate to protect consumers, and comes under the context of FCCPC seals Ikeja Electric.

NERC had earlier issued a binding decision directing Ikeja Electric to unbundle a Maximum Demand account into twenty non-Maximum Demand accounts, recognise each of the nineteen residential units and one service point as separate customers, and provide proper metering and connection. However, the company failed to carry out the directive.

As a result, the complainant has been without electricity for more than two and a half years, despite paying all charges requested by Ikeja Electric and meeting all obligations. The prolonged blackout has left the nineteen residential units unusable.

The FCCPC said it engaged Ikeja Electric multiple times, notifying the company of the pending complaint and the need to comply with the NERC ruling. In April 2025, the Commission issued a directive outlining required actions and timelines. No progress was made.

A Compliance Notice issued on October 2, 2025, also went unaddressed. This chain of non-compliance triggered today’s enforcement, which further underscores the seriousness of the matter as FCCPC seals Ikeja Electric.

Sections 17, 18, 124, 150, and 155 of the Federal Competition and Consumer Protection Act (FCCPA) empower the Commission to act in cases where an undertaking fails to comply with directives or infringes on consumer rights. These provisions form the legal basis for sealing the facility.

According to the Commission, the measure is proportionate and follows repeated attempts to ensure voluntary compliance. The seal will remain until Ikeja Electric fully complies with all directives from both NERC and the FCCPC and submits written evidence of completion.

The FCCPC emphasised that consumers are entitled to fair treatment and timely access to essential services, reaffirming its commitment to enforce the law and protect citizens whenever necessary. The development marks a clear regulatory stance as FCCPC seals Ikeja Electric to uphold consumer rights.
