The game returns to Vice City, inspired by Miami, set in the larger state of Leonida, based on Florida. Key locations include islands, beaches, a mountain region, and areas tied to crime and smuggling.

Players follow Jason Duval and Lucia Caminos in a Bonnie-and-Clyde-style story. Jason, an ex-Army soldier, is drawn into criminal operations in the Keys. Lucia, recently released from prison, sees a chance to build a better life. Supporting characters include music moguls, rappers, bank robbers, and local crime figures.

Take-Two CEO Strauss Zelnick hinted at the price and in-game ads in an interview with The Game Business:

“Very difficult for me to believe that we would want to have interstitial advertising in a game that someone paid 70 or 80 bucks for would seem unfair.”

“For free-to-play titles, yes. For titles for which you’ve paid 70 or 80 bucks, no. We have some limited advertising inside games like NBA 2K… but that’s not a big economic contributor.”
