The Federal Government, state governments and local government councils have shared a total of ₦1.928 trillion as revenue from the Federation Account for November 2025.
The distribution was carried out at the December 2025 meeting of the Federation Account Allocation Committee (FAAC) held in Abuja, according to an official statement released after the meeting.
FAAC disclosed that the amount shared came from ₦1.403 trillion in statutory revenue, ₦485.838 billion from Value Added Tax (VAT) and ₦39.646 billion generated from the Electronic Money Transfer Levy (EMTL).
The communiqué further revealed that ₦2.343 trillion was recorded as total gross revenue for November 2025. From this amount, ₦84.251 billion was deducted as cost of collection, while ₦330.625 billion went into transfers, interventions, refunds and savings, leaving ₦1.928 trillion for distribution among the three tiers of government.

A breakdown of the sharing shows that the Federal Government received ₦747.159 billion, while the 36 states shared ₦601.731 billion. The 774 local government councils got ₦445.266 billion, and ₦134.355 billion, representing 13 per cent derivation revenue, was allocated to oil-producing states.
From the ₦1.403 trillion statutory revenue, the Federal Government took ₦668.336 billion, states received ₦338.989 billion, and local governments got ₦261.346 billion, while the derivation component remained ₦134.355 billion.
In the same vein, the ₦485.838 billion VAT revenue was shared with the Federal Government receiving ₦72.876 billion, states ₦242.919 billion, and local governments ₦170.043 billion.
For the ₦39.646 billion EMTL revenue, the Federal Government received ₦5.947 billion, states got ₦19.823 billion, and local governments shared ₦13.876 billion.
FAAC also noted that gross statutory revenue fell to ₦1.736 trillion in November, down by ₦427.969 billion compared to ₦2.164 trillion recorded in October 2025. Similarly, VAT revenue declined to ₦563.042 billion, from ₦719.827 billion in the previous month.
While Excise Duty recorded a moderate increase, several major revenue sources, including Petroleum Profit Tax (PPT), Hydrocarbon Tax (HT), Companies Income Tax (CIT), Oil and Gas Royalties, Import Duty, VAT and EMTL, posted significant declines during the period.
The FAAC report highlights continued pressure on government revenues as the year draws to a close.
